AC21 or not

Hi,


Scenario 1)

Currently I am on H1B (Say employer A) . After 180 days, can I work for employer B, later C, later D etc without filing AC21. What will be the consequence ?

Assume same job with employer A, B etc


Scenario 2)

Currently I am on H1B (Say employer A) . After 180 days, can I work for employer B (and file AC21), later C, later D etc. What will be the consequence ? Do I need to work for employer B after GC approval ?
