AC21 in case I-485 is approved, but Visa# unavailable

I am wondering what will happen if the I-485 gets processed and approved but no Visa# is available to a particular case.
It could be interesting using AC21 if you know I-485 is already approved. Anyone there can speculate implications of doing it so ?

I,m not sure if 485 can be approved with no visa number available. 485 Approval and visa number will go together and therefore the situation, using ac21 when 485 is approved with no visa number, should not arise..
