AC21: Duties should be similar but should the no. of Yrs exp. match?

When taking up a new position, using AC21, i know that the new position should be "same or similar", but the question is, should the no. of years experience be the same in both positions though the job duties may be similar i.e if I filed for LC when I had just 3 years experience, should the new job also require just a 3 year experienced candidate, assuming that the job duties are same in the old and new.

The answer would be helpful when looking for a new position using AC21.
 
The experience requirements are for the minimum number of years, not the maximum. So the req. will be like minimum 3 years of experience, I have not heard of req. as maximum 3 year of exp.
Bottom line, IMO, if you have more experience than that required for the job, it is no harm to take that job.
