AC 21 when to invoke

When can one change company using AC 21.

1) Is it 180 days after "Recieved Date"

OR

2) Is it 180 days after "Notice Date"

2. I485 pending for more than 180 days from, I think, Notice date.

Are you really on a countdown? Does it matter what date it is? you planning to leave on 181st day? or was that question posted to waste everyone's time?
