AC-21 or H1-B transfer?

If we transfer within the same company (but end up in a different Service Center)...
must we use AC-21? OR can we go with H1-B transfer?

My I-140 RD is March 17, 2004 (concurrent filing)... and I am on H1-B now.
Of course, I will wait for I-140 approval before transfering.

Can I apply for H1-B transfer and not use EAD?...
and continue with my I-485 application?

Does any one knows where to get the FBI Finger Print Card? I called local police station as well as the post office--No help there. I live in NY, queens.

Answers to your questions:

Ans: You can just go with your H1B transfer and AC-21 comes to play only after 140 gets approved(which you are not) and after 180 days of 485 filing. You dont need to transfer to different service center, since its the same company.

Ans: Apply for H1B and dont use EAD now. and continue your I485..
