what documents goes with Ac-21? I read somewhere that copy of 140 approval and LC approval is needed, but these are employers property and
they will never give it. What happens in such cases?

If I understood correct, copies of 140 and LCA are not needed to file AC-21. However, it's better to have them with you in case you are called for an interview etc. You can file FOIA (G-639) to your service center and get the copy of your whole application in about three months.

your Intent change letter to use AC21+ new employer letter of same/similar permanent job offer+copy of your I-485 filing reciept ( it is also good to attach copy of 2-3 recent pay stubs from new employer)
