AC-21: Can I apply without EADs

Hi Experts:

I have I-140 (EB1-2) approved and I-485 pending for more than 6 months. However, have not received EAD and AP for "security review" ( ).

I wish to change my employer. Can I apply for AC-21 without EADs? I understand that the new employment should be in the same field.
