About Social Security, and Medicare Tax

One of my friends has worked for ABC company for x years with H1B, and he has never paid Social Security, and Medicare Tax. As I talked to him, he told me that Social Security, and Medicare is optional, you can choose to pay, or not. Is that right

don't think so

Assuming he has been paying his federal,state taxes and filing his tax returns I can only see him having problems with IRS and that too if the error(no deductions for ss,medicare) is found or notified by the employer to IRS. INS doesn't care as long as you have proof of tax filings to show for IMO.
