At this point the law says the program will occur. Nobody knows whether the law is going to be changed by then. In order for the law to be changed, action of Congress is required.

There is a general consensus that the (12 year education) lottery will be culled to be replaced by a lottery nonetheless, but which requires a higher degree to qualify. This is going to happen because it is one of the very few things that the dems and reps agree upon. The only question is when.
