hey i have a question about how to bring my fiance over to the U.S. How do i do that? How must i start? or waht forms must i fill out?

Depends..

If you are a US citizen you can get her here on a k visa. Since you visit this forum I presume you are not a citizen. The are no provisions for people on H-1 at any stage of the process to bring their fiancee to the U.S. You can have her file a visitor's visa or a H1 or a F1.

If you are on H1, you can get her on H4-dependent visa.
