about citizenship of a baby born in USA

I was under the impression that a baby born in the USA to non-resident parents is atuomatically a US citizen. But some friends mentioned that this rule may be changing? Is this correct, or is a baby born in the USA irrespective of the parents status becomes US citizen.

The child will be a US Citizen. However, what your friend's mentioned is correct, that they plan to change the rule so that only if one of the parent's is a US Citizen will a child born be a US Citizen. I am not sure that this rule is in place as yet.
