Us immigration, i 130 filed is cspa applicable under following circumstances?
my grandpa in usa filed for my dad in oct. 2003 the form I-130 in third preference and it has been approved now in nov 2005 by the uscis. My age was 19 years, and my brother was 16 when it was filled and now 21.5 and 18 when approved. Am i and my brother eligible to get the greencard with my family, when my priority date become available.
 
CSPA (the ACT) is applicable if the CSPA age of a beneficiary (after applying the CSPA formula) is less than 21.
Your petition was pending for about 25 months (approx). Subtract that time from your age ON the day your priority date becomes current - if the resulting age is less than 21, you can get a visa.

It doesn't look like you/your brother will benefit from CSPA.
