I got my Permanent Resident card before three years.
I married before 6 years.
Now Because of some dispute ,I am living apart from my Husband in another state of US,at my relative's home.
I Want to begin job, I also need driver's license here.
For that I have to inform immigration department about my address change.
What is the procedure for it?
and if I do so what will be the legal effect of it on my life or my husband's life?

If you have a case pending with USCIS, yeah you need to inform them about your address changed. But if not, I don't see any reason to inform them.

As a permanent resident, you need to keep USCIS updated about address changes. You can do this here: https://egov.uscis.gov/crisgwi/go?action=coa. The form is called an AR-11.

If your green card is a 10-year unconditional green card (which it would seem to be, based on your post), there is no immigration effect of a separation or divorce.

If you divorce your husband, you are eligible to apply for citizenship 90 days before your 5th anniversary as a permanent resident.
