Abandonment of GC

I have a friend whose parents have arrived in the US years ago and stayed in the US for some time and for some reason returned to their home country and never could return back. They had to abandon their GC. What happens to their records? Is there some closure and archival process or are they discarded as the residents are no longer active? While on the topic, I have heard a lot of US GCs and Citizens migrate to Canada. In such circumstances, I think they need to return their US GCs to the US. Then is their file returned to them in lieu of the GC?
 
you abandon your gc you have to start the process all over again as if its a new petition. they do keep the cases but only for a certain length of time. in most government offices it's 10 years closed. I dont know how long it is at ins
