Hello,

I am at the fingerprinting stage and have my appointment for biometrics. Unfortunately, due to unforeseen circumstances I am unable to go through the N-400 process at this time. Do I just not show up at the biometrics appointment and abandon the application or withdraw it by writing to the USCIS, if the latter what is the procedure? do I fill out a form or just write to them at the address provided on the biometrics notice? Any help would be appreciated. Thanks.

§ 103.2 Submission and adjudication of benefit requests.

(b) Evidence and processing.

(13) Effect of failure to respond to a request for evidence or a notice of intent to deny or to appear for interview or biometrics capture —

(ii) Failure to appear for biometrics capture, interview or other required in-person process. Except as provided in 8 CFR 335.6, if USCIS requires an individual to appear for biometrics capture, an interview, or other required in-person process but the person does not appear, the benefit request shall be considered abandoned and denied unless by the appointment time USCIS has received a change of address or rescheduling request that the agency concludes warrants excusing the failure to appear.

§ Sec. 335.10 Withdrawal of application. (Section amended effective 11/28/2011, 76 FR 53764)

An applicant may request, in writing, that his or her application, filed with USCIS, be withdrawn. If USCIS consents to the withdrawal, the application will be denied without further notice to the applicant and without prejudice to any future application. The withdrawal by the applicant will constitute a waiver of any review pursuant to part 336 of this chapter. If USCIS does not consent to the withdrawal, the application for naturalization shall be adjudicated on its merits.

Either choice will result in an end to the processing of that application.

Neither choice will remove you from their radar IF you have been arrested and fingerprinted somewhere.

As BigJoe5's post above indicates, if you want to withdraw your N-400, you have to do that in writing.
I'd suggest that you call the USCIS 800 number written on the N-400 receipt notice and ask them to which address you'd need to mail a withdrawal request. It may be either an NBC address or the address of your local DO, it is not clear at this point.
