My I-130 (son of a perm. resident over 21) was filed in June 2002.
It was recently transferred to the California service center last month. I also upgraded the I-130 (in the middle of that, haven't received any answer yet), to son of a US citizen.
Does the visa bulletin refer to my original application date? or the date for filing of the Visa application after approval of the I-130? So is it 5 years out that I will get a green card? or 16 months out?

- In march 2006 transferred to California Service Center
- In april 2006 filed to upgrade it to son of a US citizen
- USCIS shows california working on cases from Jan 2003, so presumably I will be hearing from them shortly.
- Visa bulletin shows they are processing visa numbers from April 2001
