a question on name check

first thanks to all those who answer questions. you're really helpful guys

secondly...well i just wanted to know if it's really effective if name is rare or common...also when talking about 'rare names' does it mean first name, surname or the mixture of both?
and do they check only the petitioner or the whole family?

name check is based on name and surname + your date of birth and birth place .please refer the below link for your referance
