A Primitive question about FP2

Hi,
This may sound funny to gurus. I already did a finger printing in Dec'2002. Why don't they keep that all along. What is the funda involved in 2nd FP.Does fingerprint changes every 15 months for humans?

They are trying to make sure you dont have any criminal records. Taking finger printing twice doesnt mean that your finger printing "CHANGES". But you also need to understand that a person who did finger printing a year back(or 15 months), could have done something criminal after the finger printing is done last time.

INS wants to clarify to see if his finger-printing still holds good(in the sense that there is no criminal record pending on the above individual after the 1st one has been done successfully)..

My opinion is this is a process flaw. It should be like this they have to take fP once and run against the law-enforcement agencies database at the time of adjudication.
In the context you said, there is a loop hole if somebody commits some crime after giving first FP and his case is cleared before 15 months deadline for the second fp.
 
I think the problem is that USCIS doesn't have computer systems that can store fingerprints. So whenever they recheck, they need to rescan your fingerprints (which then go directly to FBI).

Yeah yeah, I know it's just a binary file, but you're talking about USCIS. I'm surprised they can operate a QWERTY keyboard..
