A Ph.D with no paper published, is it good for tyring NIW

A friend of mine has a Ph.D. and works at a company.
She does not have any paper published.
She only has her master\'s thesis and Ph.D.\'s dissertation.
Do you think she will be qualified for NIW?

I do not think that she has a chance. At least she needs to fit two out of 6 criteria in NIW.

It depends......

NIW is tricky.

A person with 10 papers published doesn\'t have a better chance than a person who has no paper published but is working on a military/government project and can get recommendation letters from military/government personnel.

A friend of mine who has master degree with no paper published but she got the recommendation letters from people in Washington DC. Her NIW got approved without RFE.
