A new TN for a new organization under the same company

I am working for a government. I am trying to move to other department. Each department has its own HR so I have to quit the current one and enter the new one. However, the job title, pay and all the benefits are just same. In this case, do I have to get a new TN? If so, can I get it by mail (premium service) while I am working for the current department and then quit and move after I've got it.

What I am asking here,
1) Do I have to get a new TN? If no, that will be an ideal case.
2) If yes, can I do so by mailing while I am still working on the current TN and once I've got the new one, I quit the current job and move.

If there is no change in your employer, job title and the job duties, you do not need a new TN.
 
2) Yes as long as your current TN is still VALID (i.e expiry date hasnt passed and you still have your current job) you can work for your current employer while your TN change of employer / job duties is still pending.
