A hypothetical scenario... When to submit all AOS paperwork?

A hypothetical scenario...

In November DOS will publish Visa Bulletin for December. It will have cut-off numbers for December and January.

If I see that my number will become available in January, would I be able to submit all AOS paperwork immedialety (in November) or I would have to wait till January?

If it will become current in January You can submit your paper in December or January.
If you will submit it in November after a few months you will get denial letter.
