9th year extension question

I have extended 7th and 8th year extensions based on labor pending from company A. The labor is still pending. Now I have a labor approved from company B. I will be changing my H1 to company B. My question is even if I apply for I140 ASAP, it might not approve before my next H1 extension. So can I get extension based on the approved labor(which was applied before 1 year of current h1 expiry date). I would really appreciate your replys.

Was the approved labor certification applied on your behalf? Only then you can extend your H-1B.

By the way, why did the labor certification from employer A is taking this long? Prior to introduction of PERM, this used to be the case.
 
Thank you for your reply. The lawyer messed up with the original labor , it is perm, but denied and then was appealed -now it has gone to Balca. So I dont think that it is gonna give me any good result.
Yes the new labor was applied in my name. It was applied in oct 07 and approved on april 28th 2008. My visa expires on april 13th 2009.
So can i still get an extension next year?
