The rules say I can file N400 90 days before my 5 yr anniv.

Does the # of days outside USA count?

If I was out of the country for 100 days does it mean I cannot file 90 days prior to the 5 yr anniv date?

It means you can apply up to 90 days before your 5th year anniversary as an LPR who had met continuous residence and physical presence requirements.

100 days outside US in 5 years makes you eligible for the 90 days.
