90 day rule - RD or ND

1. I wish to know the 90 day period after which you can goto a BCIS center to get an EAD starts from the Received Date or Notice Date?
I talked with a BCIS call center rep who said it is the Received Date. However some previous postings in this forum gave me an impression that it is the Notice Date. How trustworthy are the BCIS reps ?

2. My application (Fedex packet) reached the BCIS(Vermont) office on 10/06/03. After how much time can I expect to receive the receipt notice.

3. Is there anyway to get the EAC no and RD,ND from BCIS directly. This is an EAD renewal case - BCIS already has issued me an A#.

2 normally you get Receipt notice after 10-12 days but recently I have seen that for AP the VSC sends ND or receipt after 20-25 days. I don’t know your service center
3 the check you sent as Fees has your EAC#, get the copy of cashed check you will find the EAC# back side of cashed check
