8th year extension and 3 year H1B

My 7th year H1B expires in october'06 and I'm planning to apply by mid-june. I have two questions:
1. Can I get a 3 year extension? My GC priority date is Mar'04. My wife works on EAD. My 140 was approved in June'05 and 485 is pending.
2. My passport expires in october'06. Can I send the application for my H1 before I renew my passport or should I get my passport done and then send it for H1B extension?

Are you sure he is eligible for 3 years extension instead of one year if he is not from a visa retrogression country?
