I spoke with NVC today and they told me that they do not process 1-824 cases for India. That means even if ur 824 gets apprived, u will not get a case number. I believe u wd have to send packet3 along with ur 824 recipet to Delhi/Mumbai.
My case is at Chennai and we have gotten in to soup as Chennai will not accept unless the case is from NVC, and NVC does not process these applications. We really do not know what needs to be done for our case! But you can check with ur lawyer.
