7th yr. extension possibility

Hi Folks,
           My priority date is current but can\'t apply for I-485 because
I need to marry before that. If I apply for 7th yr. extension will my
case be considered under AC21 ??

  In general, are the 7th yr. extensions still on hold in California ?
