7th year H1 transfer and Labor Certificate

Hi there,
Can a H1 person switch job in the 7th year of H1 extension (Assuming there is H1B extension due to exisitng labor application filed more than a year)
If yes then can new company that is transferring H1 can file for a new labor under PERM ? Also what if they have a preapproved labor can they use it in this case? Thanks in Advance for your answers.
