7 weeks after interview and updates .

Hi guys i need your advise . I've had my interview 7 weeks ago at Fairfax VA DO and was handed n652 with no decision made and it has been no updates so far , went for infopass few weeks back and was told to wait , just called 1800 # and was told that they are waiting on a background check . Is this normal?because i thought that the background is completed before they call you for an interview .Guys please advise and share your experience thanks.
