I have applied for LC in Nov2003 from atlanta but now it moved to Philadelphia and my 7th yr will end in oct-05 and I have not received my LC, what am i suppose to do. Pl

Apply for 8th year extension of H1-B immediately. This time you may be able to apply for 3 years extension because Visa numbers are not available for PD Nov 2003 (if you are in EB3). Consult your attorney.

That is incorrect again GCPD0102.
You can get 3 years extension only if you have approved LC and 140 and you are unable to apply for 485 because of retrogression.
You will get 1 year extension assuming you can show proof that your labor is pending for over 365 days.
