6Yrs for H4 to H1

Hi,

I have a question on the 6 Years counting start date.

Suppose a person has come with H4 stayed for 2 yrs & then converts to H1:
-will the 6 yr period start counting from conversion dt of H1
OR
-(is there some new act/rule that says that the) converted H1 6yr period will start from the date when H4 first landed in USA.

The 6yr period will start from the date of conversion to H-1
