6th year expires : H4 - H1 Question

This for my friend.

"My 6th year H-1 expires in Nov. 2005. My wife is on H-4 and so her H-4 will also expire. If she has a job offer and wants to convert to H-1, will she have to go through the H-1 annual quota?"
