6 Months stay in a year

I have a question regarding the duration of stay on Visitor's visa.
My mother came to the US on Dec 2006 and left on Feb 2007, she completed 2 months of stay in 2007 in that trip. Then she again came in Jun 2007 and at the port of entry the Officer warned her that her 2 months stay for 2007 is already complete and I am giving u visa until Sep 30 2007(4 months) but when I saw the visa stamp it was Nov 2007(regular 6 months visa).
first question - Is she allowed to stay here till Sep or Nov.
Second question I am planning to apply for an extension for 6 months so if approved would that extension start from Sep or Nov.

She can stay as long as her I-94 is valid. Think twice before applying for an extension. The officer may have entered notes with regards to her entry in the "system". This system will be queried if an I-539 is filed. Her I-539 may get more scrutiny and thus risk a higher chance of denial. However if you go ahead with an I-539 and it is approved, it will be from the date it is approved. Mind you, the extension may not be six months, it may be less.

So say she stays here till Nov 30 and comes back In Jan 2008 do you think she might have problems at the port of entry despite the fact that she stayed here based in the date on I94?
 
If she intends to return within two months (i.e in Jan 2008) since she last departed the US, she should be prepared for tough questions. Look at it from the inspector's point of view. The entry applicant (your mother) has spent 8 of the last 13 months in the US and is now seeking a fresh entry. Would you grant it?
