My spouse recently got a new REGULAR proc. H1 petition approved from the Vermont Center in 6 flat days !! Of course it was a quota exempt petition. Quiet unheard of...! We confirmed that it was not premium proc. with the institution. Additionally, the I-129 petition did not have any extra amount submitted ($1000) nor the I-907 attached to it.
I guess the Vermont Center really doesn't have much on it's hands until the April 2nd carnage.
