485 Transfer to local INS office

Does anybody know when are the 485 cases transferred to the local (district) INS offices? Is this caused by some triggering or usually every case gets transferred?

I wish to know the life cycle of 485 process and appreciate our GURUs explain it.
 
485 cases usually get transferred to local offices if you are using a waiver like 245, invoke AC21, change address, subjective categories like NIW, etc. I am saying, usually, but not always.

Also, I read on the last murthy chat (if I am not wrong), that some service centers are tranferring routine cases to local offices as they are so far behind in adjudications and local offices have some time on their hands.
