I know many people are so anguished by July 02 2007 Retrogation ( and hence my login with the same date). Whatever happened initially sounded too good to be true. Thinking back now it makes perfect sense. This is how the conversation goes.
General Public : Dear US Congress, how come you can process 12M illegals when you are having such a heavy backlog for just a couple of hundred thousand legal people ?
US Congress : Backlog ? Where ? Oh - over there in 485 - Ouch some mistake - This load is just nothing - we can easily hand it. USCIS Guys, just make everything current.
Senate : Dear Congress, we do not agree with your amnesty program for illegals. You will need to roll it back for this year and then think through what other better way is out there.
Congress : Ouch, Senate you are right. Let us think of a better solution
USCIS : But Congress, you have made everything current - If we process all 485 what will we do for the next couple of years - We have too many people in our payroll and that will be affected.
Congress : Ouch USCIS, yes you are right. Just roll it back. We need to employ all those people.
USCIS : But Congress those legal immigrants - Will they not get upset ?
Congress : Ouch - you are right - But hard luck - They will need to wait. Let them pay a little more to get their 485 approved for next year. Those who pay might get preference.
USCIS : Yes sir Congress - Will do. Let them pay extra so that next year it will be helpful to recruit more guys to process the illegals. At that time we will try and make everything current again and see what happens.
