485 rejected .. No reason specified. Please help

Guys,

My 485 is rejected by vsc. got a I 797 Notice today.
There is no reason specified.
I can think of only two reasons.
1. Lawyer sent before one day of the retrogression day.
2. Checks are payable to USCIS

at the bottom.
There was a note in the i 797 that INS is reorganised into three departments, in future make payements to U.S. Citizenship and Immigration Services.

Question:
Now, I have to open MTR for refiling with new checks. Is this denial or rejection. I do not know how to interpret that.

Any help is appreciated.

I don't think "Checks payable to USCIS" is a problem.

Do you know what date(before noon or after) lawyer sent the mail(through courier or USPS???)

Do you know what date INS got your application?

Is your category is EB2 or EB3?

It is EB3, PD March / 30 / 2002. the application reached on March / 31 / 2005.
that is one day before the cut off date. But no reason specified in the I 797 notice. there is no receipt # also.

it says as follows.

"Your Application to Register Permanent or Adjust Status ( Form I-485 ) cannot be accepted by this office for the reasons identified below:

Because your Form I -485 cannot be accepted, all realated applications such as Form I -131, Form I -765 and Applications for family members also are being returned

and that is it. the las para appears two times. and there is no reason at all.
what could be the reason.

IT IS NOT REJECTION.
1- It could be a delayed receipt by USCIS (if applied concurrently)
2- Papers are not attached properly
3- Submit after I140 is approved
