45 Day Grace Priod for H1 Holder...answers awaited!!!!

After an H1 visa holder loses his job is the 45 day grace period a possibility? Also, I heard a new provision was passed recently which entitles that there is no such grace period and a H1 visa holder can stay in US till he finds another job, is this true?

Then why INS asking recent 3 months pay stub to transfer your visa.
