30 Day rule to Canada/Mexico - Is it still valid

I am hearing lot of divergent views on this? If we hold a valid I797, expired visa on passport and unexpired I94, is it still possible to go to Canada and come back to the US based on the valid I94?
I believe there is a 30 day rule for visits to Canada and Mexico which states that it is possible to reenter the US from these two countries as long as we have not taken an appointment for a visa and it has not been rejected.
Has anyone used this 30 day rule in the recent past. If so pl post your comments for the help of the community.

YES -- its very much valid.
A friend of mine did that just a month back (trip to Canada) -- no issues at the border.
