3 year degree + Chartered Accountancy

Was wondering if a 3 year B Com from India plus Chartered Accounting from India is sufficient for eligibility under EB2 category for Green Card. The requirement for the position is an advanced degree, plus 5 years progresive experience.

I heard that the immigration authorities interpret an adavnced degree as 4 years bachelor's degree and that the 4 years need to be completed from the same institution (ie not able to combine masters from another institute).

Is anyone aware of such rules or does anyone have experience with obtainging a GC with a 3 year Bachelors + CA from India.
