3 months in district requirement

I am moving from foster city to Sunnyvale in Bay area california. Is that a change of distict? Do I have to wait 3 months before filing N-400?

What is a distirct in INS terminology?

My address in foster city was in San Mateo county falling in the jurisdiction of San Francisco office.

My new address is in Santa Clara county falling in the jurisdiction of San Jose Ofiice.

Since both these are in San Francisco District office can I file right away? Please help.

So far I know that you have to stay in same state 3 months before filing.

It is State , not district.........look at the Citizenship Guide.
 
You should be fine. You can apply 90 days before your 5th year anniversary as long as you didn't move out of state and meet the other residency requirements.
