3 Month residency in state before applying for naturalization

I am thinking of starting my naturalization process.
The question i have is about the 3 month residency in the state just before applying..

I receivd my greencard in Jan.2005 via work. So I become eligible to apply by Jan.2010 (or 90days before that).
I lived the first 3.5 yrs in US (except for about 2 instances of 1 month vacation outside US). Then on work assignment, i was sent overseas by my company where I am currently. Will be returning to US permanently in Jan.2010, just in time to apply for my citizenship.
Before leaving for overseas assignment last year, My employers attroneys applied for my re-entry permits, as well as the N-470 so that i do not loose my citizenship continuous presence. And also i visited the US once every 6 months. Now at completion of my assignment, I return to my same job in arizona.
I filed my taxes with the same state (Arizona) as my residence, since i do not own a permament home, i kept a temporary mailing address in Arizona during my overseas stay.

Now my question is:
1) DO i need to be physically present in the US to apply for my US citizenship. Or can i start the process now in november, when i am still overseas.
2) After I return to US (arizona), can i immediately apply for US citizenship. Or do i need to stay for 90days before I can apply to satisfy the 90day residency in state requirement.
3) Does my N-470 authorization cover the 90day in state physical preence requirement.

More general question for a couple of GC coworkers that have more travel time than a Secretary of State :-)... In general, if the travel outside the US is for business purposes (documented by company letter etc) does the time outside the US count any different than if they were out on vacation or visiting family or whatever?
 
I think this is a tricky situation. In a situation like this, I wouldn't rely on anyone's opinion here unless it comes from Mr. Khanna. Not trying to be disrespectful here (just my personal opinion).

If I was you, I would contact a lawyer for this.

1. No. You can send in the application from overseas. But you still have to be physically in the US for fingerprinting, interview, and oath. The fingerprint appointment may be less than a month after you submit the application, so it is not advisable to submit it if you don't expect to be able to show up for fingerprinting.

2. Given that you are returning to the same state you lived before leaving on your long trips, you don't have to wait another 90 days.

3. No, but because you are returning to the same area, you would satisfy the 90 day requirement anyway.

If you're on a long term work assignment in a foreign country it's not recommended to send in your application from outside the US unless your primary residence is in the US at the time.

If you are returning to the same district area before you left and previously established at least 3 month of residency then you can apply immediately upon your return to the US.
3) Does my N-470 authorization cover the 90day in state physical preence requirement.

N-470 is for continuous residency, not physical presence.
 
90 days requirement to live in the district prior to application

Hello All,

I lives in ILLINOIS for last 5 years.I went india on june 2009 and came back US in August 2009.(75 days).After i came back from INDIA.I was applyed for N-400 application in August 2009.At interview IO will ask any questions regarding 90 days requirement to live in the district prior to application?
Please help me.
