3 1/2 years and still no copy of certificate of citizenship

For over three years I have been trying to obtain a copy of my certificate of citizenship through USCIS Louisville office. When I initially filed my N-565 request form, on April 3,2006 I received a handwritten receipt with my alien registration number written on it along with the amount paid in the sum of $220.00 dollars, by the clerk at the USCIS office in Louisville. After over 3 months with no answer I felt compelled to hire an attorney because I had not received any response from USCIS. My attorney worked diligently from July 13,2006 to April 21,2008. He had sent numerous correspondences to USCIS office and more specifically USCIS district director, who would respond by asking for more information irrelevant to finding my documentation. Such as requesting my alien registration number again, copy of birth certificate, name changes from birth to present, divorce decrees etc…Which was already submitted to his office or was explained to be unobtainable. Until he felt that he could be of no more help with my case and referred me to an immigration attorney. When pulling up my name on their database with my alien registration number and requesting my physical file, they found out that someone else was in my file under my alien registration number on or about the end of 2007 to the beginning of 2008. After discovering the error they pulled my mother and sister’s physical file as well and they were found to have the same error. They have since fixed my younger sister’s file but have not fixed mine or my mothers file. I have consulted an immigration attorney and was told by her that I should be able to obtain a copy of my documentation without the use of an attorney however I am finding this to be a lesson in futility. To date I have contacted my congressman, my senator, USCIS Ombudsman’s office, Department of Homeland Security’s Inspector Generals office, filed a freedom of information act request with the USCIS office. I believe that either this is such an embarrassment to USCIS that they want to avoid confronting my problem and fixing it, or there has been some wrongdoing done by someone that they are covering for and continually try to have me jump through hoops to delay me.
 
Since the USCIS can look up my alien registration number and find my name on their database, wouldn't my document number be listed there as well?

Now the uscis wants me to fill out an N-600 form instead of fixing my file. I was told that if I filed an N-565 form, I would be denied again. They have finally fixed my younger sister's file that shows her document of certificate of citizenship, but they have not fixed mine or my mother's. My mother has her certificate of naturalization as well as her passport. I feel this is unacceptable because I am a US citizen and it is not my fault that they have screwed up my file or cannot find it. Why should I have to pay any additional charges for filing when it is their mistake? Won't this appear that I have been an illegal alien for the past 34 years regardless of what it states on my certificate?
 
Wow, in all my time in this forum I haven't read a more nightmarish history than yours. Yes, I would guess someone should have a record of the issuance of your certificate. Might I ask how you came to lose your certificate (the whole family as it appears)? Did you have copies of it? Is it the problem that you don't remember what was your certificate number? I think it is Kafkian that they are asking you to apply for N-600 if you are already a citizen and had a certificate. It is a bureaucracy, so if they don't find the piece of paper it is like you never existed.

I didn't understand a portion of your first post. Do you mean that they mixed up your A-file with someone else's, that you were a victim of identity theft? I mean someone was filing documents under your A-number to obtain immigration benefits for someone else.

With all the sources I have delt with, this problem seems to very unique. I was the only one who lost my document and I did so when moving . My mother and sister never lost theirs. The only way I found out that there was a problem with our physical files was when I filed an N-565 form for a replacement of my certificate of citizenship. I can't speak for my mother and sister's files, but in my physical file I saw the name of the person with my A-number who had his citizenship in 1977, two years after I received mine in 1975. I don't know how document numbers run, but our A-numbers are consecutive starting with my mother, then mine, and my younger sister's last. I felt the same way about identity theft with our A-numbers. How could someone else possibly get our A-numbers if it wasn't for USCIS? Please refer to the e-mails below from my husband to Special Agent from Department of Homeland Security/ Inspector Generals Office.

If and when we are contacted by the immigration office in Louisville and it is true that not only (personal info) A number but her mother and sister's A number has someone elses file, that also has her mother and sister's A number as well. And were Naturalized or recieved a certificate of citizenship on around 2 years after (personal info), her mother and her sister became citizens. Don't you think at that point that something shady had to have happened in order for that to happen?

Will either you or someone in your office be willing to investigate in order to rectify this situation? I must say that I have little faith with what little experience I have had with (personal info)'s problem dealing with USCIS and I can't help feeling that this agency would rather circle the wagons than help (personal info) with recieving the document that she rightfully and legally gained and needs. In order to avoid facing what should be an utter emberrassment due to either ineptitude or worse. If this would not be the responsibility of your office to investigate can you please tell me who would?

I have went out of my way to assist in a matter that is not under the purview of this office. I did so out of common courtesy.

I have reviewed your information even though it was not necessary; and have advised you on the best course of action.

As I have stated to you, I do not see any public corruption.

Your assumption that 30 years ago, there were duplicate alien numbers issued within 2 years of them supposedly being issued lawfully, which to you, indicates some sort of foul play is your opinion, and you are entitled to it.

Having investigated immigration related fraud for over 22 years, and having listened to your story; on the surface, it is my opinion and initial thought, that it is entirely possible that your mother-in-law illegally bought the alien numbers from a fraud facilitator and did not apprise her daughters of her actions.

I am not accusing your mother-in-law, because that would be presumptuous prior to a complete investigation.

As I previously stated to you, this appears to be a human error mistake that needs to be rectified by CIS.

I have given you advice that I believe will resolve your issue in the most expeditious manner possible.

Again, your questions should and would be properly addressed to the CIS office you have been dealing with.
