2nd us citizenship but nodecision

I applied for US citizenship in Nov, 2001 and no decision was made in my case
I was told because of 9/11 no decision will be made at this time....
and i waited for more than 4 years for 2nd interview on OCT 12th,2005
and no decision was made at all.....
according to the law, the immigration should respond within 120 days
or they are violating my right....
but it has being longer than that...is being over 3 month already..

And i lived in the US since nov , 1995 and i do not have any criminal convictions in my record.....
recently, I consulted with a lawyer , he said his going to help me but he asked 5000 dollars to start my case and i do not have that kind of money right now....
what can I Do?
please give me suggestions....

Your congressman can inquire about your case for free.
 
what you need for those fuckers is to file a hearing in the fedral court where the court will have exclusive power over your case , and CIS will be irelvant
