We faced similar problem. My parents visa was rejected under section 214(b). we resubmitted the requested documents without sending the visa fee. Then we got a letter from Chennai consulate to pay the fees again. Then the visa is issued. but, this is not the case with all. For some, they are asking to pay fee and some not even though the visa is rejected under the same section.
Dont know how they decide.

214 (B) :

Please note that if you have been refused under Section 214(b) and you choose to reapply, you will be required to fill out a new application form. In addition, you will also be required to pay the NIV application fee of Rs. 4900 each time you reapply.


221 (G) :
======

If your visa was not issued under section 221(g), you may be required to fill out a new application form.Please refer to the instructions that were given to you at the time of your refusal. No new application fee will be required for a period of one year following the initial application.
 
Can anyone tell me the exact procedure for re-application for 2nd time in Mumbai consulate.
I'm so confused as to whether we just go directly & get the appointment quickly at the consulate or do we go thro the dropbox submitting all docs in advance and getting an appointment date earlier from the dropbox?
If anyone can give a detailed proc. it would be helpful. I did visit the visa-services website. But now I dont have any believes in their website also now-..
Pl help with any info. you have.
