2nd request for evidence

2nd request for evidence (received)

I got a first request for evidence for NIW EB2 on September 2003, replied in Dec. Sent 7 letters and additional documentation. Yesterday checked on case status, a second RFE it's on its way. I still do not know what additional info they are asking for. Is this bad? Please share your experience....thanks

TSC is the processing center. The letters came from my regional director, two from general directors of federal agencies, and some others from top government officials.
I'll let you know what the letter says when it comes.

2. number of papers,etc.
3. number of reference letters that you first submitted with the
I-140
4. details of the first RFE.
5. how you answered this RFE
6. how many more letters did you send with the first RFE?

I applied for EB2 as member of professions with advanced degrees. I have an MBA with several years of documented experience in economic development of poor areas, and have worked in a few research projects.
I initially submitted 10 letters from peers, professors, my general director, and from one government agency. The first RFE was asking for proof on how a labor certification would adversely affect the national interest.
I answered to it with 7 letters, from my director, a couple of federal agencies and some from top government officials.
I included copies of three prizes received, and copies of a couple of publications I have contributed to. A personal statement and one introduction letter were also included in the package. I am waiting on the second RFE.
 
How often does USCIS issue a 2nd RFE for I-140?
Actually, this is the first case I have ever heard which issue a 2nd RFE.
I guess they usually makes decision after 1 RFE, right?

Second RFEs are rare, but not unheard of. Assuming that it really is an RFE and not a NOID (Notice of Intent to Deny) my feeling is that it is for another area that was not addressed or requested in the first RFE. I have never seen INS send an RFE saying that your response was not quite good enough. My guess is either RFE is requesting evidence on an additional issue (meaning that there is either an inexperienced officer handling your case or that the officer really wants to deny you case but can't justify denial based on what you have submitted) or that the RFE is really a NOID (meaning that your response was somehow inadequate.
 
2nd request received

Received 2nd request for evidence last Friday (13th), they are just asking for a copy of one my school diplomas. It is really a short letter; since this is so easy I already mailed it back with the requested copy. I'll let you know what happens
