My interview was confirmed on August 10th by KCC but I didn't receive the 2nd letter yet. Can I use KCC email as proof on the date of the interview. The consular didn't response to my email and calls.

The email received from kcc can be used for anything - medicals, police report and using it to gain access to the consulate during the interview date.
Not true for all countries. In New Zealand, there were a couple of forms in my package from the consulate that I had to fill in and return before my interview. The most important one being authorisation for the New Zealand police to release my records to the US consulate. I could not have done this with an email.
To the OP: you MAY be ok with just the email - but depending on your country you MAY not. I would keep trying to call your consulate. If your interview has been scheduled then your case will have been passed over by KCC to the consulate. You can also keep talking to KCC if you can't get hold of your consulate, but I suspect it's out of their hands now. Good luck.
KCC sends uniform forms/documents to all applicants. If an interview has been scheduled and the consulate needs to send some forms to be completed, they will do that. KCC does not send country-specific forms to individual applicants.
As you mentioned, it is out of kcc's hands, but if there is any specific forms to complete, the consulate will not wait for him to call before they will send those forms. I agree that it is important to keep trying to reach them (consulate).
