2nd FP not always reqd ?

I was wondering about this based on sbctsublc reports.
many of the approved cases show the previous status as "resumed and some date in 2002" which obviously is the date for 1st FP.
some show "resumed and some date in late 2003 or 2004" which is the date for 2nd FP.
In the first case, these people got approved without 2nd FP even though the 1st one has definitely expired. On this forum the 2nd FP that we see are only a small portion of all the cases that are in file at vsc.
therefore, I think that 2nd FP notices are issued for a small no of cases (maybe randomly) but are not always required.
Is that true ?
 
that is what my lawyer tell me too, but it is hard for me to beleive that since i have not seen a single case on this forum with 2nd fp and it is approved, if anyone out there approved with no 2nd fp, i will like to know the details.
 
thats precisely the point

the people that have registered here are a fraction of the total. They are representative to some extent but analysis of an unbiased factual report like sbctsublc's is revealing. many people have been approved (I might dare to say more than 60%) without 2nd FP.
Since this doesnt require 2nd guessing but are based on straightforward facts, I arrived at this conclusion.

I may not agree with your argument, even if lot of people were issued 2nd FP, the website may not get updated with the status and gets directly updated with the approval status.
 
Last night's murthy reply

Sheela murthy said that they usually require 2nd FP before issuing approval but due to latest technology it may be possible for them to reuse the photos and FPs.
Wonder if thats the case.
