2nd 6-year term on H1

I am finishing my one year outside US after completing 6yrs on H1. Do I have to wait till I complete one full year to apply for a new H1 or can I start the process early so I have the H1 by then.

Is the application process any different?

U can start now...

U can start now. Process is no different, but your old H1 approval copy will be helpful. You need to get a visa stamp, at which time provide additional proof (if available) of date of departure from US.
 
2nd term H1 while GC in process

My GC is in process while I have been out of U.S for over 2 years.
If I apply for a new H1 will they reject me?
I heard that they will reject TN for sure.
