240 day rule details (H1-B extension)

My H1-B status expired last year and my employer submitted for an extension in a timely manner (before the existing H1-B status had expired). We received the official receipt I-797C Notice of Action for the H1-B extension. Recently I got promoted to a new position with the same employer and they submitted an H1-B amendment with the new position even though the H1-B extension has not been approved yet. We received a new official receipt I-797C Notice of Action with a different receipt number. I am currently working under the 240 day rule. My question is does the H1-B amendment petition extend the 240 day rule to count starting the date of the new official receipt notice or nothing is changed and we should count 240 days from the date when my approved H1-B status ended?

Actual wording in law is "after period of authorized stay expires" which means after I-94 expires. The 2nd petition shouldn't affect 240 days rule.

So the law can not be interpreted like this: the authorized stay was extended by submitting an H1-B petition for an extension? Anybody with similar case? What is a possible action that the employer or the beneficiary can take to speed up the adjudication of the case?

So there is nobody with a similar case? Any recommendations for further actions from me or my employer will be appreciated.
